Glad to know that things maybe changing in Delhi if you do have the money (article via NY times). But when was it ever a "snake charmer city"??

As far as anybody's memory goes, Delhi was never a 'snake charmer city'. However, a large section of the Western world still views India as a 'snake charmer country'. Probably that's why the phrase has been used.
People may call me a cynic, but I am not really happy with these kinds of developments... When so many people in our country don't have the bare necessities of life, going to nightclubs and drinking seems hardly the way to spend your money. I'm not saying that rich people should not live in luxury, but IMHO this is wastage.
Another thing... I feel we are not really picking up the good attributes of the Western society but picking up the bad ones very fast. In other words, there is 'Westernization' and not 'Modernization'.

joy: well, what annoyed me is that an indian used the phrase not a westerner and that NYT published it too! regarding money spending you maybe right but i am not going to judge anyone on that.. its live and let live policy for me, everyone has the right to chose how they live and i hate being judgemental about that, life is too short anyways... and that is my humble opinion.

This Indian was obviously consciously catering to the taste of his Western readers.
